Why finding non toxic sunscreen for kids Australia is harder than it should be
There are two types of sunscreen: mineral and chemical. This is the most important distinction, and most parents don’t know it exists.
Mineral sunscreens use zinc oxide or titanium dioxide. They sit on top of the skin and physically reflect UV radiation. They don’t penetrate intact skin in any meaningful way.
Chemical sunscreens use ingredients like oxybenzone, homosalate, octinoxate, and octocrylene. They absorb into the skin to work — that’s how they’re designed. They convert UV radiation into heat inside your skin.
The problem isn’t that chemical sunscreens don’t work. They do. The problem is what happens after they absorb.
What the research says about sunscreen ingredients to avoid
In 2019 and 2020, the US FDA published two studies in JAMA — one of the world’s most respected medical journals — testing whether common sunscreen chemicals absorb into the bloodstream. They tested six active ingredients across four sunscreen types.
Every single one absorbed into the blood and exceeded the FDA’s safety threshold of 0.5 ng/mL. Oxybenzone was the worst — blood concentrations reached over 350 times the FDA’s threshold after normal use. Two ingredients — oxybenzone and homosalate — were still detectable in blood three weeks after the last application.
To be clear: these studies don’t prove harm. They prove absorption at levels the FDA says require further safety testing — testing that, as of 2026, largely hasn’t been completed.
Australia’s TGA review: what it means for parents
In 2025, Australia’s Therapeutic Goods Administration conducted its own safety review of seven sunscreen ingredients. The result: the TGA recommended restricting the permitted concentrations of oxybenzone and homosalate in Australian sunscreens. Their review found that the margin of safety for these two ingredients fell below the acceptable threshold when applied to the whole body at current permitted concentrations.
The TGA launched a public consultation in mid-2025 on proposed new concentration limits. As of early 2026, this process is ongoing. No ingredients have been banned, and the TGA continues to advise that all sunscreens in Australia are safe to use. But the direction of travel is clear: regulators are tightening the rules on chemical filters.
The four ingredients I avoid in kids sunscreen
Here’s my shortlist. I check the back of every sunscreen for these before I buy it.
Oxybenzone — The most widely studied chemical UV filter. Absorbs rapidly and extensively. The Swedish Research Council has determined sunscreens containing oxybenzone are unsuitable for children under two. Found in the urine of 97% of Americans tested by the CDC. Also known as Benzophenone-3 or BP-3 on labels.
Homosalate — The EU’s Scientific Committee on Consumer Safety concluded it was not safe at concentrations up to 10% and significantly restricted its use. The TGA flagged it in 2025. Look for Homosalate or HMS on the label.
Octocrylene — Degrades over time into benzophenone, classified by IARC as a possible human carcinogen (Group 2B). The EU has restricted benzophenone in cosmetic products. Look for Octocrylene on the label.
Octinoxate — Linked to hormone signalling interference in studies. Unstable in UV light. Also known as Ethylhexyl Methoxycinnamate or OMC.

The best mineral sunscreen for kids in Australia: what I actually use
Badger Baby Mineral Sunscreen SPF 40 — for my daughter (16 months).
Eight ingredients total. Active: Zinc oxide 22.5% (non-nano). The rest: organic sunflower oil, beeswax, jojoba oil, vitamin E, calendula, chamomile, seabuckthorn. No fragrance, no colourants, no preservatives. Water resistant 40 minutes.
Badger Kids Sport Mineral Sunscreen SPF 40 — for my son (5 years).
Same zinc oxide concentration and safety profile. Natural tangerine and vanilla scent from essential oils. 80-minute water resistance for beach and pool days.
Both are rated 1 out of 10 on the EWG’s hazard scale — the best possible score. The zinc oxide particles are non-nano (average 3,400nm — well above the 100nm threshold). Third-party tested, B Corp certified, manufactured on solar power.
I buy both from iHerb (au.iherb.com) at around $18–20 AUD per tube. I order 4–5 tubes at a time. Badger isn’t stocked in Australian pharmacies or supermarkets — iHerb ships to Australia quickly and reliably.
Practical tip: Badger is thicker than most sunscreens. Warm it between your palms for a few seconds before applying — it spreads much more easily and leaves far less white cast.
But it’s only SPF 40 — isn’t that a problem?
The protection difference between SPF 40 and SPF 50+ is 0.8 percentage points. SPF 40 blocks approximately 97.5% of UVB radiation. SPF 50+ blocks approximately 98.3%.
That gap is real. But it’s not what determines whether your child burns at the beach. What determines it: whether the hat is on, whether they’re wearing a rashie, whether you’re seeking shade during peak UV hours, and whether sunscreen was applied properly and reapplied on time. Cancer Council Australia explicitly states that SPF 30 provides a high level of protection. My SPF 40 sits comfortably within their endorsed range.
The reason most clean mineral sunscreens top out at SPF 40 is a formulation constraint — zinc oxide concentration is capped at 25% by both the FDA and TGA. Getting to SPF 50+ with zinc alone requires advanced formulation, and some products that claim “mineral SPF 50+” use undisclosed chemical SPF boosters in their inactive ingredients to get there.
I’d rather have a transparently formulated SPF 40 than an SPF 50+ with hidden extras.
Australian-made SPF 50+ mineral alternatives
If you prefer a TGA-registered SPF 50+ mineral option, genuinely clean choices available in Australia include: Little Urchin Natural Clear Zinc SPF 50+ (~$25–35 AUD, TGA registered), AussieZinc Kids SPF 50+ (~$30–40 AUD, TGA registered), SunButter SPF 50 (~$30–35 AUD, Australian-made). All solid products. They cost roughly twice as much per tube, which is why I’ve stuck with Badger.
My approach: sunscreen is the last line of defence
This is the thing most parents get backwards. Sunscreen isn’t the first thing I reach for — it’s the last.
My kids wear UPF 50+ wide-brim hats and long-sleeve UPF swimwear as primary protection. Sunscreen covers what clothing can’t: face, nose, back of neck, tops of feet. This is exactly what Cancer Council Australia recommends — and it means sunscreen is doing the least amount of work in our system.

Use shade, protective clothing, and hats instead. From 6–12 months, a mineral zinc oxide sunscreen can be used on small exposed areas when shade isn’t available.
What does SPF 50+ actually mean in Australia? In Australia, SPF 50+ is the highest rating permitted on sunscreen labels. The product must test at SPF 60 or above in laboratory conditions to carry the SPF 50+ label. SPF 50+ blocks approximately 98.3% of UVB radiation.
Is Cancer Council sunscreen non toxic? Cancer Council sunscreens use chemical UV filters including homosalate in some formulations. Whether that concerns you depends on your own comfort level. The TGA considers all sunscreens currently on the Australian market safe.
